Country to Coast Queensland is working alongside the Department of Health, Disability and Ageing to share MyMedicare updates with general practices across the region.

This October, we break down the latest MyMedicare news, including major changes to the new MBS bulk billing incentive program commencing 1 November 2025, changes to the Better Access initiative, reminder on Chronic Condition Management MBS items and quarter 4 GPACI payment reminders.

Latest GPACI News

To remain eligible for the GPACI program ensure your practice accreditation is up-to-date. To understand more, please see this helpful guide from Services Australia.

Have you delivered the required care planning services to your eligible patients?

  • To receive your Q4 payment, you must deliver one eligible care planning service to your patient by 30 September 2025.
  • Failure to do so means the practice and provider will lose GPACI eligibility for that patient’s next 12-month care period.

Services Australia has issued letters via HPOS to practices with affected patients.

Bulk Billing Incentive Program expansion

Bulk Billing Incentive Expands from 1 November 2025

From 1 November 2025, all Australians with a Medicare Card will become eligible for bulk billing incentives.

Until now, these incentives applied only to children under 16 years and Commonwealth concession card holders. This expansion marks one of the most significant reforms in supporting affordable primary care.

New Bulk Billing Practice Incentive Program (BBPIP)

In August 2025, the Government announced the Bulk Billing Practice Incentive Program (BBPIP).

  • Practices and GPs who register will equally share a 50:50 additional incentive payment of 12.5% of MBS billing for eligible services.
  • This even split between practices and providers acknowledges the shared role in delivering bulk billed services.

How it Works

  • Opt-in program – GPs and practices must register via MyMedicare.
  • Practices must bulk bill every eligible, non-referred attendance item for every patient to receive the incentive.
  • The 12.5% BBPIP payment is on top of MBS benefits and existing bulk billing incentives.
  • Procedural items and other non-NRA items are excluded and may still carry a private fee.

A new calculator has been released for general practice owners, managers and individual general practitioners to estimate annual earnings from Medicare bulk billing incentives and the new BBPIP, starting 1 November 2025. Access the

A Bulk Billing Incentives Calculator User Guide is also available explaining how to use the calculator.

The calculator uses MBS information about BBPIP MBS eligible services only. It uses data to build an average annual provider and practice payment estimate for BBPIP MBS eligible services for your practice type and location. The payment model can be used as a baseline to estimate if you will benefit from joining BBPIP.

An Expression of Interest (EOI) form is available here for providers intending to join the Bulk Billing Practice Incentive Program. Practices completing the EOI form will be mailed communication materials for display from 1 November when they register for BBPIP.

Further details and instructions on how to register in BBPIP will be provided later this year, and registration will be available from 1 November 2025.

Better Access

Changes to the Better Access initiative are due to commence from 1 November 2025. The Department of Health, Disability and Ageing are preparing guidance materials for GPs, Prescribed Medical Practitioner and patients to outline the changes and impacts.
