About the Program

ABV, in close partnership with Country to Coast Queensland (CCQ) and a learning partner, The Good Shift (TGS) are implementing the Resilient CARE Program in five Queensland Local Government Areas (LGAs) over the next three years.

The Program focuses on strengthening resilience of local communities and the primary health care system to ensure people can maintain their health and well-being despite the challenges of a changing climate and the disasters that may occur.  Target areas are Fraser Coast, Rockhampton, Gladstone, Bundaberg and Livingstone LGAs.

ABV’s role is to foster deep connection, grow community capability, and catalyse participatory systems change action that contributes to a long-term, community-owned vision for both disaster and health resilience contributing to the following outcomes:

  • Strengthened resilience of the local primary healthcare system and communities to a changing climate and disasters.
  • Improved integration and role of primary healthcare providers and communities in local and district disaster management systems across the spectrum of preparedness, response, and recovery.
  • Practical learnings and proven strategies or approaches are well documented and shared to support replication by other Primary Healthcare Networks (PHNs) across Australia.

PURPOSE OF THE ROLE

Program Coordinators require extensive knowledge, skills and experience in the following areas:

  • Understanding and applying place-based approaches and effective strategies for bringing diverse groups together to collaboratively plan and deliver community projects that build social capital, social cohesion and resilience.
  •  Creating, brokering and maintaining community connections (across the community, health and disaster management sectors) to facilitate cross-sectoral collaboration and action.
  •  Supporting development and capability of new collaborative groups as they plan and implement priority projects aligned to the boarder program outcomes of improved community resilience through systems integration and change to support more inclusive and comprehensive service delivery focused on improved health outcomes.
  • Supporting the robust and systematic collection and analysis of data with program partners and communities to ensure continuous learning and a strong evidence base for potential replication in other locations in the State and across Australia.

This position will support program learning as underpinned by an external learning partner, The Good Shift, and will work closely with ABV and CCQ teams, local communities, and stakeholders to achieve sustainable outcomes.

ABV Resilient CARE Program Coordinators are co-located with the CCQ teams (in CCQ offices) in Rockhampton, Hervey Bay and Bundaberg.

KEY RESPONSIBILITIES AND DUTIES OF THE POSITION

Foster Relationships and Build Local Knowledge

  • Build and sustain strong relationships with key stakeholders across health, disaster, and community sectors.
  • Map local systems, activity/services and continually assess the potential for new partnerships and collaboration across the three sectors.
  • Support the updating of local Health and Climate Resilience Plans (developed through the Program and shared with communities).
  • Share the local knowledge base created to keep key stakeholders well informed and open to participation in collaborative activity to improve integration across sectors for better health outcomes and resilience.

Establish and Support Community Groups (or Stewardship Groups and Project Constellations)

  • Assist the formation of local, cross sectoral groups coming together to address shared priorities.
  • Facilitate ongoing community engagement and annual workshops with community groups to determine priorities for action.
  • Develop plans for and maintain records of community engagement.

Support Community Projects

  • Work with existing and emerging community groups to identify, plan and implement priority projects aligned to the goals and objectives of the Resilient CARE Program.
  • Ensure community project planning is based on the use local data and lived experience.
  • Provide ongoing support to, and capacity development of community groups working on priority community projects.
  • Monitor the functioning of community groups to ensure inclusivity and equity whilst also monitoring the progress of community projects.

Capacity Development of Community Groups

  • Assess the capacity of new and existing community groups forming to collaborate on community led projects and develop and develop capacity development plans.
  • Identify, recruit, and match skilled volunteers and facilitators to support capacity development of community groups implementing community led projects.

·        Monitor the changing capacity of community groups and the impact of volunteers and other support provided to community groups.

Encourage Learning and Information Sharing

  • Capture and share stories, insights, and lessons learned from local community groups and their projects.
  • Help measure progress towards the goals and objectives of the broader Resilient CARE Program in the five LGAs.

Additional Responsibilities:

  • Maintain a strong equity and inclusion focus to ensure equity of opportunity for participation and leadership in community groups.
  • Work closely with CCQ staff and local partners to ensure ongoing program relevance, efficiency and effectiveness.
  • Assess and effectively manage any risks to the program and contribute to a comprehensive risk register.

Other:

  • Must have the ability to travel across the five focus LGAs including overnight stays, approximately 1-2 times per quarter.
  • Flexibility to work outside of standard business hours when required (e.g., during community workshops or events).

SELECTION CRITERIA 

Essential requirements 

  • Relevant qualifications and experience in either community development, primary health care, disaster management, or related fields.
  • At least 5 years’ experience managing complex, multi-stakeholder projects or programs, (ideally with a focus on systems change).
  • Strong local knowledge and networks and a deep understanding of the community, health, and disaster management sectors.
  • Proven ability to engage, mediate, and facilitate collaboration among diverse community groups, including those with lived experience of inequity.
  • Experience in program management including program planning, monitoring, learning and evaluation.
  • Excellent communication and relationship-building skills and experience.
  • Highly developed interpersonal, written, and verbal communication skills, with the ability to build consensus and achieve outcomes.
  • Ability to work independently and manage priorities but also work collaboratively in a small, productive team environment.
  • Strong organisational skills, sound judgment, and the ability to manage multiple tasks and deadlines with minimal supervision.

Desired requirements

  • Strong understanding of trauma-informed practice and approaches.
  • Demonstrated knowledge and commitment to principles of health equity and place-based community development frameworks.
  • Experience in volunteer management.

Mandatory requirements

  • Satisfactory National Police Check
  • Hold a QLD Working with Children Check Blue Card or willing to obtain.
  • Current C class drivers’ license
