Daniel Phillips and Jim Hunt: Global Perspectives on Regulating Substances

Global regulation of substances was dominated by the United Nations Single Convention of Narcotic Drugs in 1961 which was followed by the Convention of Psychotropic Substances in 1971. So began the “war on drugs”. This presentation will look at differing global approaches to the control of substances and highlight the differences between decriminalisation and legalisation.
